Is there any way for a rogue to sneak attack against a person with concealment at any level? It seems to me that a cloak of displacement or blur spell just totally shuts down even a 20th level rogue.

Worse... dim light (like you often get in an alley) does the same thing. This is a problem that's been lurking in 3rd edition since the start, and snuck its dastardly way into Pathfinder as well. There are two solutions:

1) Say that only 50% miss chances negate sneak attack. That means displacement still works, but blur and dim light do not. This is my favorite solution.

2) Give rogues a "from the shadows" type talent option where they can ignore the restriction on making sneak attacks against foes with concealment. I have it on good authority this rogue talent or something VERY much like it will be in the Advanced Player's Guide (although in my home games, I'll probably STILL use option #1 above...).

Do you own Complete Arcane?
Mage Slayer + pierce Magical Concealment: ignore concealment so sneak attack away.

Well, all you need is access to blindsight/touchsight or any other enhancement to your senses that will ignore/pierce concealment.

Our level 13 rogue doesn't seem to have any problems with concealed foes (nor undead or construct enemies).

Imho, the real problem is: The stuff you need to build a rogue that works well at higher levels is distributed over several source books. Core-only rogues are hosed.
