Well, in 3 seconds, someone can move quite a long way. And a split second is all you really need to swing a sword around. And a readied action allows only a partial action instead of a full action, which I consider to be more plausible if you're acting in response to a lightning flash.
But yeah -- as I said, the rules don't cover erratic light situations well at all. So any solution is ad hoc; what works for me won't necessarily work for you.
