hmm yeah ok so which is correc, starter set or dm basic rules? Nice work devs. I suppose dm basic rules say they are a work in progress, so starter set trumps? I dont know.

If int (arcana) check ends up NOT being the way, I will almost certainly make it a house rule. I like the idea of anyone being able to use scrolls ( at least have some chance to do so).

In 4e the ability for anyone to use a scroll became important plot points for Npcs to be able to do things and also for pcs to do stuff that might not have otherwise been accessible.

The DM Basic rules are probably more recent; so I'd go with them. Honestly, just pick what you prefer if you find it to be an issue before the DMG comes out.

I know the idea behind 5E is that anyone can at least try anything, but there are some things I think I'd still require actual proficiency in the related skill to be able to attempt. This would be one of them.
 

Very cool stuff. This is how I want the scrolls to work in my game and happily the rules are there without need for modification. Awesome.
 

The rules for scrolls are very convoluted... as many of the 5th ed rules seem to be scattered all over instead of categorized together in an organized fashion. Anyways, I won't go on and on about the amount of time we have wasted trying to gather pieces of information just so we know how to resolve a simple situation.
As far as scrolls go, you have to read three different sections of the DMG and use deductive reasoning to arrive at the following:

Protection scrolls are readable and usable by anyone.

Spell scrolls are only readable and usable by character's that have the spell in their class list. If the caster is able to cast spells of that level, the caster can activate the scroll. If the spell is of a higher level than the caster is able to cast, the caster must make an ability check with its spellcasting ability. The DC is 10 + the level of the spell on the scroll. If you are using scroll mishaps, after failing to activate a scroll, the caster must make an Intelligence DC 10 check or suffer a scroll mishap.
