I don't get why people think like this. If the stats are all at or below starting racial max's how can it be abuse? Stat boosting items and spells lead to abuse, not the stats themselves.
As for being able to assign stats, I allow that too. This is a GAME, people. A game we play to have FUN. I'm not going to make someone play a character my way, its their way. Stats are a HUGE part of making a character. As long as they can accept racial limits for beginning stats I don't care if they give themselves a full set of maxed stats. If they feel that is what they need to do to have fun playing the character, do it.
I'm definitely a competent enough DM that max stats won't break my game. For the record, in the 10 years I have had my stat rules (yes, I used them in 2E), players haven't been as stressed about stats rolling bad because I allow them to be increased through role play during downtimes in the course of my campaigns. So since they know thay can eventually "fix" any stat they aren't happy with, they don't get dissappointed.
I think more DM's should quit being so anal about stats, and let them increase them in game, other than every 4 levels. Those bonuses are how they get "super" high stats in my games.
FYI this is the basics of my rules for stat increases:
The DC is the next point up you are aiming for. So going from a 14 to a 15 means the DC is 15. You get one roll a month. You pay 100 GP for every Plus the new stat will give you. A 15 is +2, so that is 200 GP for every month you spend trying to increase the stat.
Every roll you fail gives a +1 to your next roll, IF the training is in consecutive months. You can only work on increasing one stat at a time, and it assumes 10 hours/day and 6 out of 7 week days, and a 30 day month (average). In other words, the character cannot participate in any other game significant activity during these months, irregardless of how few hours you think it should actually take.
These rules cover achieving racial maximums only. Only stat bonuses achieved due to level gain and magical effects can take a stat above racial maximums.
Relax, give these rules a try. Don't get so hung up about cheating. Characters will only be uneven until you allow them enough time to train. No big deal, really.
