Not sure if you read it but the PHB race description is a good place to start... Your DM should have more material for the Scarred Lands halflings. Macbeth commented on the hobbit connection to expand upon that more a halflings is a hobbit, but you can copyright a name and not an idea.

As Harlock was kind of point out Scarred Lands Halfling are pretty down trodden lot. My advice, make them a lot like Scots/Irish/Welsh in terms of outlook. They have gods (or a racial god as often the case.) They believe heavily in having their own homeland and free of outside influence. They are very much nature oriented but not so much they can't adapt other places. Most of the time, Scarred Lands Halflings tend to adopt the traits and attitudes of those around them. But others, such as halfling rebels, often go around starting fights and trying to prove themselves as capable even when others don't see them that way. At best they get along better with elves than most, since there's a long racial history of wood elves and halflings from the days of the Ganjus. As for being a halfling rogue, be shifty. Don't trust easily but always appear merry. It keeps the other guys off their toes. Enjoy mead and ale. And if you are female, don't mind the friendly advances outside your race. Just make sure the men understand you're in charge when it comes to your body. Overall I suggest acting like a brass Scottish/Irish/Welsh lass of lore, keep your crowsbow/sling/what ever ranged weapon you have handy, and always make sure you know whom you are dealing with.

Howdy Merlissa. Since these guys have taken care of most of the minor details, I'll handle the big one:

It's rogue, not rouge (that's what you use with the Disguise skill). Single most common D&D spelling error in existence. Now you're a veteran :D

I think everyone has pretty much answered your question. I just wanted to say welcome and suggest reading through some of the older threads on EnWorld. You'll find a ton of useful info there.

Rogues are fun to play because you rely more on your cunning then your brute force, so you can get really creative with them :)

Another thing you may want to do is come up with a list of questions, such as what does your character do for a living? What is your specialty? How did you get into doing this? What do you carry with you? What's your family like? How old are you? What do you look like? Do you have any companion animals? What are they like? Do you have any children? Do you have any fears? Any weaknesses? Any stregnths? Any hobbies? What diety do you worship? Do you take a lot of risks?

These are just a few examples....I've found that the more personality I give a character , the more likely I am to care about her and play her well.

There was a great thread going a while back about various questions to ask when creating a characters personality....I'm at work now so I can't go looking for it, but if no one has posted it here by later tonight, I'll see if I can dig it up for you.

Do you have a copy of the Players Handbook? Can you borrow one from a friend? I found that reading the Handbook, coupled with actually playing and learning by experience, I picked up on the rules and such fairly quickly. Definately try to read through it if you can.

You guys have answered so many of my questions. Thanks! I have a cat. Is that what you mean by a companion animal? I'm coming up with my characters personality...its fun. I'm glad I have a good imagination or I don't think I would be able to do anything about this. So far I was able to come up with a fact that my mother was exiled for committing a second affair while she was pregnant and than I was raised by another halfling who taught me everything I know. And I'm reading the PHB. Thank you all again.

Okay, just since the whole celtic style was metioned I have to bring up the best example of modern celtic/punk music I know of, Flogging Molly. If you want music to go along with your character, something to remind you of the characters general "feel" try Flogging Molly. Flogging Molly is THE best band in the punk music scene.
And, good luck with your gaming. If you have a cat companion, you might use that as a starting point for your personality: have you character reflect cat-like aspects.

One rules-mechanic that's worth remembering is that as a rogue you can do a lot of extra damage against unwary foes, whether with a hand weapon or a slingstone (a sneak attack) - but you need to be within 30' of the target to sneak attack with the sling. If you can sneak attack from hiding and vanish before the injured enemy can find you, you can be very deadly. Conversely you should avoid stand-up fights with large strong enemies.

Oh, and I recommend a polite 'get lost' to any romantic advances from non-halflings. :)
