The 3.5 Monk description specifically states that the Mnk20 can still be raised or resurrected normally.
Even for monks, returning from the dead has nothing to do with what plane you're on. Moving to a new plane does not grant you the Outsider type. While you're there you are considered extraplanar-- which is what makes you susceptible to banishment and so on-- but your creature type does not change.
