Been here from the start, it is the beer. 
Grandmother's rule; a simple understanding on what you say and how you act has made this place civilized. Back in the days of rumors of 3E, other boards had members that would atack any topic and poster (I am sure it still goes on) or be so game centered that you could not discuss anything other than D&D as wrote in the books (I am sure it still goes on).
ENWorld gave me the fringe of gaming, outside the box stuff, allowing me to discuss concepts and homedrewing, helping me be a better player, DM and gamer.
As for the overrun of topics on a subject, that is the waves of ENWorld, I have seen it over the years. Same topics everytime there is a rumor of a new edition.
