Personally I've been thinking of killing 1 for 1 bab on modern, and giving the classes i take it away from benifits so that they don't suffer. As it stands, even gun people might be tempted to go for a class with melee combat just for the increased attack rate.
I completely agree with making 1 for 1 BAB harder to get. It can end up being a big advantage over everyone else. I'm not one to gripe too much about balance, but with only 3 classes w/ 1 for 1, it kind of makes fighting types start to look alike.
