He's saying that when you make an opportunity attack, it must be a normal/standard attack, unless you have a special ability that states otherwise. You can't sub in a shove/grapple/etc. (Presumably because it's not "taking the attack action on your turn," which is a requirement for most of those "do X instead of attacking to damage" options.)
