My question is, would a bard get this benefit using a songblade-enchanted-light blade to make a ranged implement attack? (provided he took the pp etc)

By RAW, I think the answer is "yes". At my table, the answer is "no".

Sure, why not? Certainly works by RAW. No real reason to disallow it that I can see, unless it makes the PP somehow exceptionally good. It's a NICE ability to have, but bards aren't generally standing out front anyway, I doubt it is going to be a radical advantage.
