Sorcerer Play Test question

On the Chaos bolt secondary attack. Anyone who may know. Do you get to add your dexterity modifier on the secondary attack? How about Implements? I would assume that you could because it still is part of an arcane power which also has an implement keyword

Yep, those damages add to all targets of a power, whether it's a crazy bouncing chaos bolt or a close or area spell.
