Does a specialist wizard also get an extra 0th level spell in his/her chosen school of speciality?

Going by the text in the PHB, yes they do.

I'm not sure if this was intended to the case or not.

I had this same question when creating my Wizard.. the character sheets I had didn't allow a spot for a bonus cantrip.

But we allow it in our campaign. I don't know if this is the best source or not, but the character creation program on the CD-ROM that comes with the PH gives a bonus cantrip for specialists.

That's the best source I have, sadly.

Cantrips do have a school... in my PBEM, I have the bonus cantrip.

From the Srd:

"The specialist can prepare one additional spell (of the school selected as a specialty) per spell level each day. "

0th level counts as a spell level.

Well, specialists can't cast 0th level spells of their opposition school. If they suffer that penalty, I don't see why they shouldn't get a bonus 0th level spell to compensate.
