I'm wondering if it's for a giants-style Fizbans myself. On the plus side, it would definitely an interestimg subject that could be expanded more than Volo's did. It would be a great follow up to Fizban's. On the minus side, I'm not sure there's enough material for a full 5e book with just giants on their own, or if they are going to start replacing Volo's wholesale this soon.
Oh it would be easy to fill a monster book with giants. For each giant subrace you can have a whole bunch of variants. e.g. fire giant priest, fire giant sorcerer, fire giant king, fire giant assassin, fire giant rune knight etc.
Then you have all the giant animals, especially the ones used as livestock. e.g. giant hedghog, giant flea, giant goanna, giant donkey...
I think they have figured out that they can combine them, have less material that pertains to each, and sell a single book to customers that want either, rather than having to come up with enough content to fill two books that will individually appeal to a smaller customer base.
Look at VRGtR, SCoC, WBtW, and MMoM. All have player options and DM options in them.
That has been the model for campaign settings for decades and for sourcebooks since the beginning of 5e and before. Volo’s was filled with PC options for races and bestiary options. ToF same. You are saying exactly what the model for 5e has openly been since it launched Volo’s. The rules expansions, Xanathar and Tasha’s, same thing. Half player, Half DM. One style of books was new races and the other new classes and related options.
So that statue is the first Wizkids product I’ve been excited about in a LONG time. I’m preordering that thing asap. Plus whatever WOTC is working on with Vecna? Come to papa.

In Fizban's, they specifically talk about how draconic artifacts have echoes across the multiverse, so it's entirely conceivable that the eye and hand likewise exist in multiple instances at once. Or it could just as easily be that there is only one Vecna, one hand, one eye, period.
Now, if Arkhan lost the hand, that would raise a lot of questions. Though I'm sure that there are plenty of campaigns where the PCs have managed it, that would be a daunting task.
If that image is not just abstractly representing the Hand & Eye, and is intended to represent a specific NPC, that brings up the question of has Arkhan the Cruel lost the Hand?
In Critical Role, Joe Mangianello's PC Arkhan took the Hand. This later became canon in Baldur's Gate: Descent into Avernus: "...the dragonborn warrior researches ways to assert his will over the artifact known as the Hand of Vecna, so he can use its secrets to free the evil dragon queen Tiamat from the Nine Hells."

It's in a module:
In Baldur's Gate: Descent into Avernus, Arkhan is stated up with the Hand of Vecna
