Not if it's an Arcane scroll... and given that the spell is Luck 8, Sor/Wiz 8, it's fairly likely that it's Arcane.

Besides, I'm assuming a divine scroll, since he's asking about a cleric and not a wizard.

I think he's going on the assumption that this is an actual question from a game, like "We found this scroll of moment of prescience.. can I use it?" In which case, assuming the treasure was randomly generated, the likely answer is no.

However, if it's just a philosophical question, then the answer is "yes, if it's divine".
