If you're referring to the general rule that says you can only cast a cantrip on the same turn where you cast a spell using a bonus action, you're right.The hard to adjudicate bit (for me) is when you cast a bonus action spell on your turn, and that is counterspelled. Since you cast a bonus action spell, can you cast counterspell of your own?
Technically, I don't think you can. Which strikes me as a bit silly.
Counterspell isn't a cantrip, so you can't use your reaction to cast it on your own turn (to counterspell a counterspell).
You could still spend your reaction to cast Counterspell on *someone else's* turn, since that's not the turn when you used your bonus action to cast a spell.
