Haste: Haste gives you one extra partial action a round. Can you get an extra attack with haste? If so which BAB do you use?

Prayer: Does prayer work on enemies that are near the players when they move. This being the -1 to AT,DAM,SAVE,Skills, etc. when the players get in contact with them. The spell says that enemies within 30ft, but does it travel with the party or does that only affect those within the 30ft when the spell is cast?

Of course, you get an extra partial action, during which youcan do anything you can as a partial action, including a partial charge.
You attack with your standard BAB. It's not a full round, though, so you won't get more than one attack.

Those in the area when the spell is cast, otherwise it would have been an Emanation, like Silence.
 

Haste gives an extra partial action per round, either before or after your normal action. You may use the partial action to make 1 attack, and it would be at your full BAB, just as if it was your first attack for a round.

Prayer affects all allies and foes within a 30 foot radius burst centered on the caster. It does not travel with the caster. It affects all those within 30 feet of the caster when he casts the spell. That is how a burst effect works.
