Spell Requirements for Creating Magic Items

I thought, in D&D3.0, that the person with the Item Creation Feat didn't need to be the one with the required spells. Was I wrong? Did they change it in 3.5?

The second paragraph under Creating Magic Items on page 282 of the 3.5 DMG says;

Note that all items have prerequisites in their descriptions. These prerequisites must be met for the item to be created. Most of the time, they take the form of spells that must be known by the item's creator (although access through another magic item or spellcaster is allowed.

Does this mean, for instance, that my Wizard with Scribe Scoll and your Cleric with Cure Light Wounds could make scrolls of cure light wounds?

Yep, although your Wizard would not then be able to use the scroll (barring the Use Magic Device skill, of course), as it isn't on his class list. If you decide to call the Wizard the creator of the scroll, then the cleric can't use it either (without UMD, anyway) as it is an arcane scroll (a Bard, however, could).
 

Yes. No change between 3.0 and 3.5.

The scroll issue that you've chosen has some unique wonkiness to it (due to the arcane/divine specification of scrolls only), as described above.

I am still looking for the quote, but I recall reading somewhere that the "creator" is the one who spends the XP to make the item.

If two or more characters cooperate to make a magic item, they must agree among themselves who will be considered the creator for purposes of determinations where the creator's level must be known. (It's generally sensible, although not mandatory, for the highest-level character involved to be considered the creator.) The character designated as the creator pays the XP required to make the item.

And sets the caster level of the item - meaning that the creator must have a caster level to begin with.
