I believe that extra turning can be taken multiple times. A cleric with an enhanced CHA of 16 and the follwoing feats: extend spell, persistent spell, divine metamagic (presistent), extra turning (x3) will have 18 turn attempts per day. That allows 2 persistent spells (divine power comes immediately to mind) plus 4 tuern attempts for undead.

It does strip the cleric somewhat bare of feats.

This was a much bigger deal pre-errata when this was a 4 feat combination and not a 6 feat one!

Yes, it does strip him pretty bare of feats. He has to be a 12th level human cleric to pull this off (and probably has to invest in a Charisma boosting item), clerics of other races have to wait until they are 15th level. It also makes the cleric less effective than he could be until he gets this whole combination together. He's really a one trick pony.

I'm still not seeing where having this sort of ability in a 12th+ level character is a problem.
