I think this is the reason why they may be more interesting than staves :

From the DMG p243 :

Unlike wands, wich can contain a wide variety of spells, each staff is of a certain kind and holds specific spells

So you initially can't create a staff outside of those in the DMG. Of course WotC released a lot of new staves and I see no reason not working on new interesting staves with a DM. But per the rules staves aren't as flexible as wands since you can't create them with any spell you like and turn them into superwands. So as a DM I would say no Staff of Spell Resist, but I would be happy to see my players working on a "Staff of Magical Protection" with multiple spells including Spell Resistance. The price of a staff with multiple spells is enough to keep players from abusing these items.

Although I do permit up to +10 items to be created. So just convince Jérôme to get the necessary requirements to create that.

IIRC, all the +skill items in the DMG require the creator to have the same number of ranks in the skill. Thus an item with +10 to bluff would require the creator to have at least 10 ranks in bluff. An item with +30 to bluff would require 30 ranks. Don't think you'll be seeing too many of these in a campaign...

Not all the time.

Gloves of Swimming and Climbing: +5 on swim and climb checks. Prereq: CL 5th; Craft Wondrous Items, bull's strength, cat's grace.

Robe of Blending: +10 on hide checks, disguise self at will. Prereq: CL 10th; Craft Wondrous Items, disguise self.

Robe of Eyes: +10 on search and spot checks, 120' darkvision, see invisibility 120', uncanny dodge (both forms). Prereq: CL 11th; Craft Wondrous Items, true seeing.

Vest of Escape: +4 on open locks checks and +6 on escape artist checks. Prereq: CL 4th; Craft Wondrous Items, knock, grease.

I think only two items require the caster to have the ranks, so I guess for a new item it's at the creator's discretion to decide if he'll use ranks or an appropriate spell to simulate the item's prereqs (up to DM approval, as all magic items should be).

For a +10 on bluff skills, I would allow suggestion and blur to be the proper prereq for the item. Suggestion for the talking aspect of the skill, and blur for the feinting aspect of the skill.
 

So the price of a +10 item would be 10000gp.

"Only" 5000gp to have the friedly party mage to make it.

Not too bad.
