That and the item itself had better be pretty darn important. Otherwise, an enemy using an action to shut it down for 1d4 rounds will be rather ineffective. Of course, if there's a bunch of low level spell casters in a high level battle, that might be a good use of their time.

Or people who are working together. Caster dispels sword, fighter type sunders it much, much more easily.

There are usually better choices, but sometimes it can be a very powerful option indeed.

This also assumes you can target it. Something important like said Vest of Not Being Hit would be covered by a non-magical tabard or something so it can't be seen, and therefore should not be targeted.

I'm more cynical; I just think most DMs (and players) aren't aware how good a tactic that is.

Actually, I think that is precisely what could be empowered/maximized on a dispel magic. Of course, you couldn't affect the actual dispel check with metamagic, but the suppression duration - sure!
