You don't have to use a Staff as a weapon if it is an Implement though;

You can never use a Quarterstaff as an Implement....
 

As I understand it, staves with the implement weapon can be used both as weapons and as implements. They can even be used as a weapon by characters that cannot use staves as an implement.

Staves without the implement keyword can only be used as weapons, however.
 


why couldn't you use a quarterstaff as an implement? If you make a magical staff why can it not be a quarterstaff?
Because Frost. (Or for the Tieflings in the room: because Flame.)

It's bad enough Spiral Tower dudes get to abuse keyword inheritance... though I suspect that won't last forever.

It means that Frost and Fire weapons can give their keywords to powers that use them, which in turn turns on feats that work of those keywords (such as the Tieflings' Hellfire Blood and the Cold feat chain).

This enables such things as the perma-CA rogue for weapon users, but would get slightly more crazy if you could put the Cold keyword on a fireball and gain Combat Advantage against all its targets (already possible with a Spiral Tower wizard and a cold sword, though).

IMHO it's easy to fix Spiral Tower in specific, though. They need to clean up its language anyway, so passive implement benefits (e.g. staff wizard AC bonus) are unambiguously conferred as well.
