Stand Still questions

I've seen a few mentions recently of a feat called Stand Still, which stops people moving if you hit them with an AoO? That would suite on of my players down to the ground. Can anyone tell me where it is from, and what the prerequisites are?

It's from XPH and the SRD. You only need Str 13, not psionics, despite the source.
