Well, you get a Move Action before it (or after it, if you want to move away afterwards), so if you are not right next to someone, you could move up to them and do the CdG. Since a CdG is normally a full round action, you'd (normally) have to be right next to them before you can perform the CdG. It just saves you (maybe) a round of time in order to "finish someone off".
Not that much of a benefit, but that's "what good" it is...
Oh yeah, and there is also the "one round kill" trick... It is a combination of using any number of feats or spells to first get "an extra" attack on your turn, and then using Freezing the Life Blood, and then using the Standard Action to CdG them. All in one round, best if you win init and can pull it off before the opponent even gets to go.
Example:
[Move Action] to move up to someone.
(Sudden) Quicken Snake's Swiftness to get an immediate extra attack [Swift Action]. This attack yo use Freeze the Life Blood. If successful...
[Standard Action] Death Blow CdG
Note: Only works vs humanoids due to wording on Freezing the Life Blood.
I am sure there are much better "combos" out there to get a free "extra" attack, this was just the first one that popped into my head (because our Druid often uses Snake's Swiftness). Anyway, I am sure you get the idea...

Thought of one more combo of how to pull this off...
PHB2 Wizard (Conjurerer) variant allows you to give up a familiar in order to get Abrupt Jaunt which allows you to teleport 10' as an immediate action, up to Int bonus/day. Sun School tactical feat (CW) allows you to get an immediate extra attack (at your highest BAB) whenever you are able to "instantly" move next to an opponent (such as from dimension door, or monk's abundant step ability).
So Abrupt Jaunt next to someone, get your free immediate attack from the Sun School, use Freezing the Life Blood),and then either do a Death Blow CdG (Standard Action) and you still have a Move Action left, or save yourself the feat and perfrom the normal CdG (Full Round Action).
