Is P+ not available outside U.S.? That seems nuts to cut off the entire world.
I can't speak for the rest of the world, but it's not available here in NZ.

Our local state broadcaster, TVNZ, has had both Discovery and Strange New Worlds on its free (with ads) streaming service, but I note that they are now only offering the latest season of each show, whereas previously they had all the seasons. They have not (yet) got Starfleet Academy.

So basically the only Trek I can watch in NZ right now is Disco S5 and SNW S3.

Paramount+ exists in Germany. But Paramount+ was not rolled out immediately here, so we had for example some shows on Netflix and some on Amazon Prime until they rolled out in Germany.

I think here it can also be bundled with Sky, or something, I don't know exactly, never tried that route.

As I recall we had a similar situation in the UK, at some point half of Lower Decks was available on Amazon, and the other half was on Paramount+.

These days I subscribe to Paramount+ via Prime, but only when there's new Star Trek on. I will miss having older Trek series available on Netflix once my current subscription lapses.
