I personally don't think the 1/2 level is automatically included in the stats, otherwise (for example) the differences in healing surges between defenders and non-defenders will scale badly, and that means heavy armour users fall behind in AC fairly quickly.
As for AC, I agree with Stogoe, I don't think you get things like you class bonus to ref to your AC, people just assumed it worked like that because since there are several similar numbers in there, for many classes (Wizards, for example) the numbers look like ref + armour.
