Stopping bardic music

Thunderstone. IIRC, bards cannot use their music effects while deaf.

Edit: Crud. No, just a 20% chance of failure. Still, it'd be a good start.

Have you ever thought "how can I stop the barbarian raging, he is killing all the foes too quickly?" or "what defence is there against magic missile because the wizard is shooting all my bad guys"?

Never. I just give them opponents that can stand up to their tactics, at least long enough for some suspense.

I like harpies. But the Countersong ability of even a moderately-leveled bard makes their song almost useless. (Although, admittedly, it keeps the bard from using other musical abilities or casting spells.) I'm just looking to balance the playing field a little. Then watch the bard become a REAL hero...!

Since D&D uses a wholly abstract combat system, I'd say you're up the creek. You have a few options, however, if you're not satisfied with the state of things: one, invent a special ability in harpies that allow them to attempt to counter a countersong; two, invent a dueling song mechanic a la the movie Crossroads (wherein Ralph Macchio, portraying an aspiring blues guitarist, dueled Steve Vai, portraying the Devil), or three, kill, maim, drown, teleport, plane shift, or otherwise pummel the bard into unconciousness. :D

Either that or duelling banjo's like out of Deliverance and... oh never mind this is a PG board :p
