I guess the real question is, are multiple attacks the problem, or static bonuses?

1) War Chanter's Action Point Feature should probably only affect the next attack each PC makes?

2) Reckless should only be allowed to be used 1/turn?

3) Perhaps Storm / Hurricane of blades should have the 2H requirement as to limit cherry picking?

Mutiple attacks, I would say. If the difference between an encounter, an at will and a daily is measured in W, someone who can hit someone for egrigious static bonus much higher than W getting multiple attack is BETTER. If you got a +30 on a d10 weapon, twin strike is better than 3W... Multiple attacks are more likely to land a crit as well, barbarians get another basic attack on such things.
 

I'm still curious as to how this guy did nearly 1200 damage in one round with 16 attacks. That's an average of about 70 damage per round, even with one crit (although it could be less if he had a war ring/high crit weapon/etc.). Without the reckless weapon and buff, that's still over 50 damage on average, and assuming a decent weapon damage roll you might even chop that down to around 45 static... But even 40-45 damage from static mods alone is still pretty tricky. By level 25 I could count up around the mid-twenties, including 8 (presumably) from Str, +6 weapon, +6 iron armbands, +3 weapon focus... But that leaves another 15-20 to come from somewhere. And it's not from Pit Fighter or any other massive damage-boosting Prestige Path, right? Did he also pick up a barbarian PP and rage or something? Just curious to see if maybe that might be the source of the illegal maneuver.

Reckless Weapon

Reckless weapon allows the user to (as a free action) take a -2 AC to add 2X (where X = enchantment bonus). My question is, with powers that grant multiple attacks, it seems a valid case to use said effect on each attack, correct?

Take Barbarian's "Storm of Blades" which allows multiple attacks. Presumably a user could get up to 8 attacks with +10 dmg with only a -2 AC? This seems broken.

Or do the -2's stack cumulatively? Pg 275 of PHB says penalties from the same source / power do not stack.

Summate:

1) Can you use Reckless Weapon with each successive attack from a power? (I presume yes)
2) Do the penalties for AC stack in said case? (I presume no)

If my presumptions are correct though, I have to say it's pretty broken. (Mostly I point at Storm of Blades being a broken power).

If the -2 AC stacks, that's appropriate, but so far the only general ruling I see on penalties is they do not stack , with no specific ruling to over rule.

I don't know, this still puzzles me: a crit by that definition only adds ~30 damage, so even if he had 3 crits, that's still 1100 damage on his own... Which is still an average of about 68 per hit, or about 50 without using the reckless weapon or the buff. Even pretending that he got 10 damage from his weapon each time, that's still a +40 static damage. I guess he could have used the barb multiclass feat itself to stack another 2... Still, I can't get above 25. I'm sure I'm missing thing, though.

Also, how did he get 8 attacks - or more specifically, how did he have an 8 Con modifier when he isn't a demigod? Did he start with an 18 in Con?
 

I have to check out the character again, I got the sheet from him after the delve. I'm pretty sure he started with an 18 CON, since he basically tuned the character specifically for Storm of Blades.
 

Even weirder then, as he couldn't possibly have started with more than a 14 in Str - meaning 23 is the best I could do for damage...
 

a non issue IMO

lets assume your player has the following bonuses to hit. str +7 weapon +3 enhancement +5 1/2 level +12 and weapon expertise +3

thats a +30 then with the bonus from the bard is a +37 to hit an ancient black dragon has a 43 ac that means even with all those bonuses stacked on he has a 25% chance to miss with any given attack not to mention an ancient black dragon has a +27 initiative which I'm sure would likely beat out most players in initiative and your first move with an ancient black dragon should always be Acid gloom this would make him have to swing blindly at the dragon to hit it. it applies a -5 penalty to hit when your blind and its sustainable at that point even if he knows what square its in he suffers a 50% miss chance even with the buffs he recieved from the bard if he rolls high enough to hit your dragon 16 times consecutively with a 50% miss chance more power to him. another option is dragons can fly not a commodity most players even epic ones have, and with a reach of 4 your players will have to get crafty on figuring out how to get it down to the ground to fight it effectively while it flys around and picks away at them. my suggestion is to read your monsters carefully because players know the characters they are playing inside and out and you should know your monsters the same way. another way to challenge your player is to find monsters with an ability like this -immediate reaction trigger the monster is hit by a melee attack. effect the monster shifts one square.-
