Stupid Enhancement Bonus Question

Where does it specify exactly what the enhancement bonus from a weapon or implement applies to? I'm sure there has to be a rule that says it doesn't apply to damage on a miss (like Reaping Strike), but I can't find it .

PHB p. 276. Enhancement bonuses, feat bonuses, etc. apply to damage rolls, not static damage.
