That does seem clear an unequivical ... so what is the best off-hand weapon for a DIS caster with a Staff of Ruin man hand ?

I'd guess anything with a good, not keyed to attack daily power.

I'd suggest a simple magical weapon of near level or close. Keeps it cheap for keeping upto date.
