The power COULD have been written in a different way, but it IS written the way it is, and it DOES facilitate this kind of encounter scenario.

It is written this way to allow for both to happen - the succubus can either mack on an NPC and use them to block shots or if things are looking grim pucker up to a PC for a round to help buy some time for her escape. Let the Wizard or Ranger take a round of attacks so that when it comes time to escape, he or she is more interested in healing all the damage dealt by allies rather than trying to go after the fleeing devil.
 

You could also house rule the power, such that the secondary attack of Charming Kiss automatically also applies the dominate effect. Which is probably what I would have done if I was designing the succubus from scratch.

Though, if you look at the tactics section, she uses Dominate, and THEN Charming Kiss.
Also, in most cases where I have used a Succubus in an adventure, it is as a "boss" or "mini-boss", which means I would likely bump her up to an elite or solo, giving her at least 1 action point. If she spends that the first round, you can have a dominated, kissed target that round.

Honestly, though, this is something that has come up for me with most of the domination/control type monsters. Dominates and Charms are almost pathetically weak in this edition.

as it currently stands, its an attack, which means it automatically invalidates charm,so she HAS to use dominate first, then charm. I think it might be tricky to ensure that she is protected for at least 1 round: might depend on the initiative order. Or use elite succubi: move in close, dominate, spend action point to use charm, and she has a meatshield till end of her next term.

The power SHOULD have been written in a different way and the fact that it facilitates your scenario is just a random after-effect, IMHO.
