Suggestions for controling planeshift

In my campaign, I'm trying to control access to teleportation. To this extent, the 5th level arcane spell teleport can only move limited distances. The problem with this is the 5th level divine spell plane shift can shift to anywhere on a plane (with an inaccuracy of course). I don't want a priest using plane shift twice to teleport most of 12000 miles when the wizard cannot. Any ideas?

Here's what I'm going to do. Wizards can only gain teleport spells through the 3 level prestige class in T&B. Clerics have to have these travel spells to use them, otherwise they don't have them at all.
 

Doesn't plane shift say "random location" on the designated plane? Can't you just be an a$$hole DM and have the "randomness" favor what you feel should be going on?

Why would you take teleport away? That's just cruel sounding!
 

I don't really have my books on me at the moment so this is all IMHO but ...

I would say when a Cleric Plane Shifts, the random area they are sent to is one their god is paticularly interested in at the time. They are asking their god for a ride to another plane so if they do some work while there ... :D

Since the amount of distance missed is random, I defintely wouldn't let Clerics attempt travel by using Plane Shift
If nothing else, I would make them move in the opposite direction just for trying to abuse a small loop-hole. ;)
