It looks like the Sage treats attack rolls and skill checks differently in the sense that your ability modifier isn't a factor in a tie.

If you enjoy taking good treasure away from yourself, if you (or your party) can't use or don't want the weapon, or if you're a Monk. Yes that's when Improved Sunder (or Sunder) "Rocks". Other then that it sucks. Which is kinda like rocks, but with an "su" in place of the "ro".
