Is this a legal use of (Epic) weapon abilities: Coup-de-grace, manifester and mind feeder, it's a +12 with the +1 minimum, so you can for 5pps get the dammage you do on a critical hit on a 1:1 ratio back in pps...
I find that awfully powerful for a weapon...anyone else?

You have to hit first. And penetrate DR. At epic levels, that +1 ain't gonna to squat.

Well, this weapon is for a psion, and you hit that poor squirel, and you fill up your PPs again...
For a psywar, the body feeder makes it that your DA TANK able to take most anything the other dish out.

Actually Kerrwyn is correct, you do have to hit first, says so in the Coup-de-grace description, and it also allows ranged weapon so it's not unbeatable, but it's so powerful...

Also, adding an additional use via the Manifester ability is a standard action, meaning you'd only be able to Coup de grace once every other round (after 3.5 Haste)

Once per day, the weilder can use a full attack action to make one attack that, if it hits, strikes the foe as if the weilder had delivered a coup de grace (see Chapter 8 of the Player's Handbook). On a miss the use is wasted for the day. Bows, crossbows, and slings bestow this power on thier ammunition."

I'd split it in two weapon:
- Coup-de-grace + Manifester
- Mind Feeder (+ Body Feeder) (+ Keen)

To recharge your PP, you can hit yourself (if added BF): lose hp, gain tmp hp + tmp pp. Repeat. To add flavour, you can see this as "ritual scarification"...
