Even if it's not the best, it's one of the top Wizard subclasses. If I ever play a Wizard again, it will probably be a Diviner.

I really enjoy the Abjurer that I'm playing... it's probably the most powerful choice for a wizard in a high-magic setting (we're playing Eberron). I couldn't believe it was one of the first to be downvoted.

Portent is one of the best class feats in the game, imo. But perhaps that's for another thread and time... However, using the Divination school spells requires a player with some skill at asking the right questions.
