Swapping feats... Does an item exist to do this?

I want to let my players swap out a feat for a new one. We started at level 3 and they have a few feats that were good at the time, but not ever used anymore. An example would be the druid that has point blank shot, but now that she has good spells she never uses her bow.

I could just tell them to swap a feat... that doesn't fit into the story well though.
"All right, you wake up the next morning and have forgotten how to use heavy armor efficiently, but can now power attack." doesn't sound so good.

I would just prefer to have some sort of magic item do it so it could fit into the campaign. I will end up creating a custom item, magic shrine, or an artifact to do it if one doesn't exist... but why go through the work in creating something if the work was already done by someone else? So... is there anything like this out there?

You can alternatively just make one up. You are going to have to "make it up" anyhow, really. Unless you have them meet a friendly Psion.

Note that by guidelines, a one-use use-activated item of such would cost 50*4*7+5*50=1650 gp to let a character re-choose his last level of choices. Each level further back costs an extra 50 xp, so that's an extra 250 gp per level. If the item splits the XP cost with the character, that's 50*4*7+5*25=1525 gp (and 25 xp to use) for one level of choice changing, and an additional 125 gp (and 25 xp) per additional level back.

Limited wish would be an easy arcane way to do it as well.

Arcana Unearthed (Malhavoc Press) allows a feat swap at certain levels (I believe it's 10th and 20th, but you can adjust it). No feat needed, but I believe there's an exp cost that goes with a ceremony. You might want to look into that mechanic.
