0-Level Powers: Also called talents, 0-level powers are an exception to the normal rules governing the payment of power points. Psionic characters can manifest 0-level powers a number of times per day equal to their class bonus (three for psions, two for psychic warriors) + manifester level. After that, they must pay 1 power point each time they wish to manifest a 0-level power, until the next day.

would it be too overpowering to allow spellcasters to apply this to their 0-level spells? would it work for wizards, clerics and sorcs? would it make more sense for just one of the spellcasting classes could do it?

Keep in mind, according to the PsiH, psionic powers don't increase in power along with manifester level, and I believe (since I no longer own the PsiH) that a psions, if you figure it out per the wizard's spell chart, have fewer powers per level than wizards. (Also, most psions will have to be super-specialists, since they suffer from "every science needs a different stat." Thus, they may only be good in one or two sciences.)

So psions and psyw need this to get some parity.
 

Persoanlly, a sit is even in low level games my spellcaster constantly have 0level spells availible after the adventurte is over. THey might burn through ever other spell they have, but rarely the 0 level. So, giving more really won't change the fact that they are rarely used.
 

Since Orisons and Cantrips are so weak I can't imagine that increasing the number of times they could be cast would do anything to the balance of power. So I see it as mostly a non-issue.
 

I would say yes, as long as you also follow the PENALTY that goes with it. Those are the total number of level 0 spells the caster can cast, they don't get to add that to their normal number of level 0 spells per day.

(Effectively, putting their level 0 spells on the same footing as the psions, being that after casting (manifester level +3) level 0 spells, they have to use level 1 spell slots for them thereafter.

The downside here is that you are stripping away one of the few advantages the psion has (lots of level 0 powers, few other powers per day). Sure he still has it, but it's something everyone has now.
 

Personally, I like the way both my DMs (and if I ever run a game, I) are running it. Number of orisons/cantrips as appropriate, but cast on the fly. They're not powerful enough for this to be unbalancing, and it adds a good amount of flexability.

Of course, this leads to the question, why don't you get bonus 0 level spells? I'd think a mage with an 18 INT should be able to cast 'detect magic' once more...
