Most of the RP-based questing is in Hommlet and Nulb (with some in the Temple itself, as well). There still isn't a tremendous amount of it, but then I didn't find that NWN had much of it either, at least in the original campaign.
Playing single player, I get a much better D&D experience from ToEE than NWN, but then tastes obviously vary.
