Why does Joe go again in the first round?

It should be:

INI 20: Mike goes and does stuff.
INI 17: Joe goes and uses switch - Mike goes again. Joe's initiative is now 20.
INI 17: Mike goes again.
INI 16: Dragon goes
------------------
INI 20: Joe goes
INI 17: Mike goes
INI 16: Dragon goes

Moreover, your 6 standard actions are based on spending 2 AP.

Of course, two warlords (or a warlord and a guy with a Utility swap) really break the ability with Demigod. But we already knew that with Sudden Assault anyway.

Let's look at an example combat with Mike and Joe as the two PCs. They're about to fight a Dragon.


Init:

Mike: 20.
Joe: 17.
Dragon: 16.

Mike goes first. He moves forward, attacks with some daily, then uses a minor to do something else.

Joe's turn. He moves forward, attacks with some daily, then uses a minor to use the Best Power In the Marshal Power book.

Mike goes AGAIN. He uses a standard, a move, a minor, and spends an AP to do another standard.

Joe goes AGAIN. He uses a standard, a move, a minor, and spends an AP to do another standard.

Now...finally...the poor Dragon gets to go. This is after he was subjected to six standard action attacks and any number of minor action attacks.

HOW CAN THIS BE??! SURELY IT IS SOME TRICKERY!!

Your error is that Joe goes again before the dragon, which is not the case. To make things a little more clear, I'm going to call Mike "Fighter" and Joe "Warlord".
So the initiative order was:
Fighter 20
Warlord 17
Dragon 16

Fighter does his thing.
Warlord does his thing, then uses Guileful Switch.
The initiative order is now this:
Warlord 20
Fighter 17
Dragon 16

Your turn ends and the Fighter takes his turn immediately. He does whatever, and now it's the Dragon's turn... I'm not sure why you think the Warlord gets to act again before the Dragon.

That said, this is still an amazingly good power, as it is like a super Action Point every encounter for the ally of your choice.

Ah, yes, you guys are correct. So it's three actions (not four) before the dragon gets to go. Note - I don't think this power is broken; I think it's pretty cool. I thought the warlord needed some lovin' and it looks like he's getting some in MP.
 

Keep in mind the warlord does not get a second turn in the same round. The one he's switching with does get to go again but is then placed after the warlord in the initiative order as if he had delayed until then.

This. The key is "you act when your ally would have acted. So what happens is this:

20: Mike takes his turn.
17: Joe takes his turn and uses Guileful Switch.
17: Mike acts again.
16: Dragon acts.
Next round
20: Joe acts when Mike would have acted.

It might be a bit bland flavor wise, but what about a party full of warlords?

Init: 20 Warlord A uses daily, ap 2nd daily.
Init: 18 Warlord B uses daily, ap 2nd daily.
Init: 16 Warlord C uses daily, ap 2nd daily.
Init: 14 Warlord D uses daily, ap 2nd daily.
Init: 12 Warlord E uses daily, ap 2nd daily, uses Guileful switch with A
Init: 12 Warlord A uses encounter, uses Guileful switch with B
Init: 12 Repeat above for B, C, D. E takes his turn normally.
Init 10 Dragon goes.

Total: 10 dailies, 10 moves, 5 encounters +5 more minor actions(such as heals) in the first round before the dragon goes, this at 6th level. Not to mention this party will be hitting with everything due to all the attack bonuses they are giving eachother and have 10 heals per fight...

No. The demigod ability in question applies only to encounter powers. This is a daily.

Edit: Wait, it's a utility. Is it a daily or encounter utility?
