I am a fan of Spycraft 2.0. What really won me over to the game was the NPC design. It's simple, and quick. The NPCs don't fall into a cookie cutter, and I don't technically have to update reoccuring NPCs as the party advances. I can create a series of characters for an adventure in less than a hour. IMHO it is a true innovation of the d20 system.
The question I have is why isn't there something like this in d20 fantasy. I want a toolkit, something that allows me to create whatever NPC I can imagine in a little time. I want a supplement that allows me to create NPCs that break the rules (ie a wizard with a BAB of a fighter). Something like the book "Buy the numbers" but for NPCs (I got the impression that the rules presented in the aforementioned book might be time consuming).
I realise that this post is a bit scatterbrained. You kinda have to see the Spycraft 2.0 book to really get what I'm saying.
So what do you think?
