Sort of based on the Psalmist from the 3e Testament rule supplement (which I recommend for your perusal) and the 5e Warlock invocations:
You gain the ability to cast Bless (or Bane?) once per short rest without using a spell slot.
This could replace the Cleric cantrip in your original design.
I'm thinking the Psalmist can invoke the deity's aid for his allies or the deity's displeasure upon his foes (but not both at once).
What's the rules formula for "you can make the decision in the encounter, you are not stuck with a guess made beforehand"?
