I'm guessing it doesn't actually move that slowly in the movie.

It kinda looks like the new batmobile? A transformer?

That might just be a sort of placeholder that will have a bunch of CG additions to it on film.

I don't know- it looks like it takes up a LOT of the street. If they're using that street more or less as-is, there won't be much room for them to CGI some wings in.

While low to the ground, it might have capabilities more akin to modified VTOL or hovercraft, with extendable wings for flight higher above ground, I suppose. Lucius Fox would know more. :)
 

I was looking at some pictures and it seems that there is some grate work right above the cockpit... so those "intakes" on the arms might be some wierd weapon.

Note: The following image was supposedly taken after the driver crashed it into a light post.

What I've read--though of course I can't vouch for the accuracy--is that what you're looking at is a helicopter. The rotors are to be added in post-production (which is actually not an uncommon way of doing helicopter effects in movies these days).

Those intakes on the arms look like "maneuvering" thrusters to me, with the mobile arms granting the Batwing an increased turning capability. Just IMHO, of course.

You can't see it well in the picture you posted, but it can be very clearly seen near the end of the video clip; those are definitely fans in those arms. (Although, it does look as if some sort of weapon is mounted on them as well.)
