Common Lore
The capital city of Turrounne rises high above the ocean three hundred and forty five miles south of the Kessel. Situated atop the small island of Turromos the city itself has been carved into the cliff side of the tiny isle. From the sea the city looks like a series of great steps, leading in the end to the colossal tower of Dragemaenon "the builder". Known through out the Daemonforge for its high quality crafts, jewelry, and exotic spices Turrounne and the dominion it holds in its sway are devout worshipers of the Mistress. The citizens of Utalia, indeed, man the Mistresses Navies, Trade her wares, and thanks to an abundance of wood build Her ships. Turrounne, and Utalia in general have come to be known by those of the Kessel, and Red Harbour as the chosen of the lady of the sea.

The Land

Turrounne and the Island chain that it controls stand three hundred and forty five miles southwest of the Kessel. Only Turrounne herself, and the three cities of Kolombos, Ben Ahn Ushai, and Gold harbour exist as the sole urban centers. Most of the provinces civilians live in small fishing communities, on the many small storm tossed islets. Due to the Kingdoms lack of farmable land, The Utalian people have had to think up new devices for gaining sustenance. 25% of the Population are Floater farmers farming fresh produce on small floating patches of imported earth. Another means by which most Utali live is Kelp farming, and Whaling. Because of necessity the Utalian navy has become one of the most feared forces of the high seas. Known by outsiders as the Wooden wall the Utalian Navy can at its best show some 120 sails. Famous for Utalian ship designs such as the Prowler, and Swept Tailed Galleon, Turrounnese Shipwrights have hit big gold in foreign ports such as Abbaye, and Red Harbour. Indeed to the embarrassment of the Utalian Navy the Bloody Jackal's flagship once hoisted the Tri-colored Blue, White, and Green flag of the Utalian Admiral Dominique Ilpharazan. In short the small heavily populated Island capital and the Islands under its control are more citizens of the sea, than of the world on which they abide.

The People
The People of the Divine Isles are disciplined, and headstrong. All around them lays the wide and beautiful Endless sea, a heritage that they've grown to understand thru generations past. With care and respect, the Utalians hope to harvest the riches of the Islands without destroying to much of there pristine natural beauty, learning how to live with the land instead of bending the land to human progress. All humans of the Divine Isles are free, all humans may own land, and no one is guaranteed rights and privileges that are denied to another human under the law. While the Isles are a forbidding landscape of giant pentacles rising threatening from the sea to thwart trade, a large dormant "sleeper" volcano, the wreckage of ancient cities and the remnants of magical disasters wait within the ruins of the ancient past. Devils and plagues in untold numbers await those foolish enough to disturb them.

Annals of the City
It is believed that the people of the Kylatti Imperium discovered the Isles of the Utali in the year -2654. Seven galleys landed on the Isle that is now known as Suramos. They came as conquerors, and found a lush untamed paradise instead. While eventually most of the soldiers returned to the front lines of the Imperium’s war, some remained to keep a vigil over the mysterious Isles at the edge of the sea. The modern name derives from the Kylatti word Utaeleha, or people of the sea after a native tribe of elven blood. Two years passed before an Imperium ship stumbled across the solitary Isles. What the sailors found when they stepped ashore, was a ragged bunch of warriors surviving among the Utali elves.

In the year -2246 Pilatus Aeryllus had under orders from the commanders in Kylatt begun a colony here, that comprised of five hundred religious zealots, convicts, and societies cast off’s. By the time when Kylatt was swallowed* into the sea in the year -2244, the city of Ben ’Ahn Ushantii had been founded by Pilatus “the dragon”. It was he that gave a safe haven to the hundreds of thousands refugees fleeing the cataclysmic event, and it was He that held the armies of his fellow Generals at bay when they came to conquer. In -1236, only ten years after he landed here Pilatus had fallen, His golden banner lying bloodied and soiled, upon the desert battlefields of Weymanos. It would prove to be one of the last major battle of the Elven war of Independence.

While the war went on until -1230 the Pilatean guard could not stop the Utali’s momentum, or the rate at which the other Islander elves were banding together into what later became the Utalian Homogeny. In the wars last battle Pilatus’s first son Silvanus, and his second son Timathias died at the hands of Artuk of the Uta ’Asha tribe. In what was perhaps an act of mercy, but more likely a scheme Pilatus’s youngest son Athentus was raised in the Elven Royal palace, on Turrounne.

Relations within the Kessel

Looking towards Kessel so far away to the north most average Utali feel a disconnection from the troubled mainland. Only the sailors, sell swords, shipwrights, and Diplomats know that trouble brewing in the north could subtly darken the Island Nation. Most turn to faith in the protection of the Mistress, and the Navy to keep danger at bay. Traders go on trading with the Kesselan ports like Red Harbour, and Abbaye. Sell swords swarm by the dozens to the armies of the forge, hoping to throw another sword behind the victory against the fiendish enemies beyond the Serewail. Shipwrights build the Navies of the Patrons.
Because of their neutrality between Red Harbour and Abbaye both cities have taken some minor angry measures against the trade ships, and the Utalian Navy. This has caused most of the Utalian traders, and the Naval Captains to look favorably toward Abbaye and leeringly at the Dyers City. The Utali are a Nation of Shattered Islanders at heart and share a bonding connection to citizens of the Isles. This is most prominent in the respect, and admiration that Turrounnese speak of the wonders of Lavernum.

The City Proper

The Isle palace
The Palace of Turrounne rises high above the endless sea. Built upon the small towering island of Turromos, the city itself has been carved into the isle’s cliff side.. From the sea the city looks like a series of giant steps, leading in the end to the colossal White Palace of Dragemaenon “the builder“. The city houses a different class of citizen progressing from wealthy to poor in a very literal series of steps; from the Divine Ward to the Rat’s stewpot their are eleven of these steps.

The Divine Ward
As its name implies the Divine ward is the center of religion for the city. It is the first of the great steps that proceed down towards the sea. It is a ward of Monasteries, Cathedrals, shrines, and monastic orders. In all it is home to some hundred and eighty temples of varying sizes and age. Above all the large twin lighthouse towers of the grand Cathedral, Lightshven, jut out over the lower wards, like two gargantuan pillars. Building on the site of Lightshven began in the year -987 over the top of an existing abbey, the work was finished in the year -899 with the addition of the large stained glass pictures portraying the Mistress of the Sea at the holy sepulcher grandiose granite statuary carved into the shape of the creatures of the sea. Along the old streets many small shrines and temples still pay homage to the dying gods. The divine ward ends at the gate to the Ward of mansions, at what is called the Bazaar of heaven, a trades center for all things divine.

The Ward of Mansions
The First of the city’s great high walled in wards (120ft high). The ward of mansions is the domain of the aristocracy on the Isles of Turrounne. It is as its name states a ward of gothic mansions built wall to wall, with wrought Iron gates, and terraced gardens. Most of these fine estates being owned by vacant landholders. That visit the capital for court once a year, or on special occasions. It is here that the Library of the commonwealth is nestled in a large old Victorian gothic structure. Nearby on what is really no more than an alley stands the Traeygran Theatre, a building built after the architecture of Lavernum, it is known as the assassination site, due to its tragic past.

The Knights Ward
This is the ward were the lesser nobility, rich merchants, and lesser crafts-makers live along side the lower class citizens, and old shops. Close to were the Ward of mansions gate stands a Chapter House of the Knights of the Crested Wave. It is manned by Five of the Holy Knights, who guard and serve Castilian of the Commonwealth. It is run by an elderly elf named Cathaise Myt'haern, a beloved grand fatherly figure of the Mistress when she was younger. Another place of note within the Knights ward is the House of Abalenon on the La Amande Del Maer Caeril, or the Mistress Circle. It is the house of the Illustrious Lord Abalenon, one of the many tragic figures that fled out of the South Kessel during the last great battle of the second fiend war. He like many lords feels that he is an outsider of the Island culture. He has two sons that fight in his stead on humanities front against the creatures of the abyss. While Lord Abalenon is ranked as one of the highest nobles of the city, and can trace his roots back to the royal family of Kylatt. He has no place in the local government, and his once beautiful homeland is held in the tight grip of the fiendish hosts. The last of the notable place within the Knights ward is the House of Wills. It would seem to any who have heard the tale that this rather insignificant house on third avenue is cursed or haunted by some evil presence from the past. For as its name implies many have died within its clapboard walls. Most famous of these was the Abbess of Ben’ Ahn who fell to her death here in -546. Most curious is that while no one keeps the places maintenance it has not fallen or become dilapidated with age. Indeed the house has gone unused since that time.

Lesser Heaven
Often called the ward of the damned due to its original founder’s use. This ward was once the home of the whore’s guild, which was rooted out by the late king Balorythieanon “the Chaste”. Now it serves as the ward of seamsters and clothmakers, and living quarters for the monks of the Divine Ward It is adjoined to the Knights ward, and the Ward of Statues via the La Porticos Amande del Maer, or Portals of the Mistress of the Sea which describes a twin pair of gates carved with intricate depictions of the Mistress watching over the sea from Lightshven

The Ward of Statues:
Also known as the grave ward, due to the large number of crypts, mausoleums, and graves here. It is home to the large vaulted Library of Aerymaenon II, a library second only to that of the great city of Skaukator. Many Kings, and officials of the first dynasties are buried here, including the vast complex in which most of the house Nayrigan is buried. Also buried here on the east side of the ward in a small mausoleum is General Pilatus, his son’s Silvanus, Timathias, and Athentus. Near the ward gate leading to the tower stands the large three story structure know as the Grand Archive of Magecrofting. The Archive is an off shoot of the Library, and has been charged with recording, and preserving a complete and accurate history of the Shattered Isles, the Kessel, and the world at large. Also the Archive records, and hordes Artifact magic items. Just before the ward gate of the Towers, a small stone building stands amidst a series of Steles* that date back to the time of Saut Nyun, the founder of Turromos University of Higher Learning, a Sept dedicated to arcane art of Spellweave. Now days, there are not many who study magic here, but more remedial classes are taught here by the wise directors of the school.

The Tower
The Second high wall 80ft, This ward is where the Military barracks, and trains its troops. The ward is so named for the large stoutly built tower at its center that rises some two hundred stories. Orriginally built as a look out over the endless sea it has since taken on other uses. At its top floor, or what most refer to as windy peek a lighthouse has been added where the looking glass one stood. Beneath that La Amande Del Maer Librium holds its office. All the affairs of the commonwealth are handled here from trade issues to electoral topics. It houses both the House of Lords, as well as the House of Commons, and the general forum. Separate from the Tower stands the Office of the Admiralty, a large brick structure that rises to the modest height of one hundred and fifty feet. It is in this building that the Sea Lords discuss new technologies, ship designs, and officer evaluations for Turrounne and Irrasibon. Just before the ward gate leading down into the Bazaar the Armory Naval barracks and hospital stand. Due to a combination of Spelljacker science and pure ingenuity the armory has many wondrous magics, and workings. At the rear of the Armory in an area filled with warehouses stands the most wondrous of these items, a coal power plant built by Spelljacks from the forge whose stack stretches ninety feet into the sky, and billowing black smoke fills the air with soot. It is very limited in its outage, and only supplies energy to the upper city, but it has proven to be a great step toward a better standard of living for the city.

The Bazaarro
Oft called the Ward of the Tricksters this is the primary market of the city Littered with non-permanent, Simi-permanent, and permanent shops. Here is where you will find everything and anything you could ever need, and some things you’d never want. It is within the dark allies, and shadowed plazas of this ward that the Chauc Nadres or Black Curtain operates. Under Jokrum Va’ Kraedrem this organization has thrived enough to dominate even over the Sept of Ivrelum that has sprouted here. It is no surprise that the Inquisitors have begun a guild hall here doubling as a local tavern known as the Sovereigns usher. While it is the second largest market of the world the Bazaar of Turrounne is never a safe place. The Castilian guard is present here but has failed in its attempts to cease the growth of the Chauc Nadres, or the Ivrelum. Most city folk go about their business not realizing that the ward of The Tricksters is more than just a market. Just before the gates that lead out into the crofters ward, the Torros arena is situated, it is here that the festival of La Amande Maer Torro Grana is held

The Crofters Ward
The Ward of Crafts is filled with the workshops of the city’s master crofters , artisans, and their apprentices. Mostly those that work in the ward live here, with some crafters especially those whose work has been distinguished in some way living like nobility, in luxurious homes second only to that of the nobles themselves. Others that are less unfortunate live in squalor sleeping on wooden pallets, or worse still the dirt. While most crafters do have small shops, they are usually for displaying their abilities, and as a guide to what they will do. The most reputable Crofters make their homes, and shop fronts along the grand Pallicadero park. It is in this park that the modest sized ancient abbey of San Mertyn Del Maer stands. The old abbey has been converted to the use as a Crafters guildhall which also doubles as the sole merchants guild for Turrounne, a fact that has made its founders rich. Along the Pallicadero parkway many statues of the ancient royal line stand in different poses, with the greatest being the Statue Of Attuk Nayrigan riding his war horse against a number of Kylatti dressed soldiers in the plaza of the crowning believed to be where Attuk became royalty all those years ago.

The Lesser Bazaarro
Or the little market as it is oft referred to, is lesser than the Bazaarro only in size, the lesser market is where those apprenticed to the master crafters come to hawk their wares. Also here is the great spice, and gem cutters guilds who have found it to be much safer in the smaller, and more guarded avenues, plazas, promenades of the little Bazaarro. In part due to the level of security found here, and impart due to the fact that the Chauc Nadres, Ivrelum, and lesser guilds have infiltrated the smaller market using the hidden agenda tactics learned on the streets of Lavernum, and their more traditional heavy handed criminal law.

At the center of the Market rising high above the cloth tents of the open air market, stands the Mercer’s Bank of Money lenders. A building charged with casting the mints of the Utalian government as well as that of Irrasibon, and even some coins linked with Lavernum. The most common currency here is the quinta, or silver. It is a coin cast in the likeness of the Irrasibian regent prince Alazar on one side and the seal of Irrasibon on the other. The quintain or gold depicts the Mistress on the front side and a vanguard ship on the reverse, the briga or copper depicts the Admiral Siophena on the front side, and the palace of Turrounne on the reverse. The economic system of the Utalian people is based off the quinta. Also of note is the famed bath houses of Aegeonon the clean.

The Ward of the Fishmonger
Or the low market consists of the fisher’s agora, and the multitude of the commoner’s homes. This ward is a stewpot of different classes and races. It is almost an everyday occurrence to see the Castilian-Commander of Turrounne Lord Bryce walking thru the markets in search of the gourmet dragon eels. It is the second largest fish market of the world, second only to the fleets of Irrasibon in its number of fishing vessels.

Turrounne Harbour
Unlike the natural harbors of the northern Islanders, Turrounne was built after the Kylatti design. A design in which the entire harbor is completely artificial, built with rows of piles filled with clay. It protrudes out into the calm side of the Isle some sixty feat, and is connected via an arched bridge. It is separated into three areas the Rat’s Stewpot, the Dockyard, Shipyard. The rat’s stewpot is the ward that is the grimiest, most vile of the wards of Turrounne. It is home to the destitute, adventurers down on their luck, and the sleaziest of thieves guilds. The Dockyard is the last of the warehouse districts, consisting of docks, storehouses, foreign merchant quarters, and shipwrights shops. The Shipyards of the Commonwealth are connected via a short spanning arched bridge, and hold the naval dry-docks, warehouses and sailors quarters. It is here that the ships of the Mistress dock when away from Irrasibon.

The Isles of the Nation

Turromos: From the first settlers to the empire builders Turromos has always been the site of religious fervor. When the tribal elves first found the island in -3650 BR they came to an Island of rocks and waves and time. At the north end of the island they found the ruins of the First Ones. When they landed here the southern half of isle had been serving the Shipiyano as a semi-permanent colony for nearly a hundred years. And to this day a third of the Urban population living on the Utalian Islands are Shipiyano.

The Isle of the Dragonsong: Named for the ceaseless roar of the waves crashing on the Islands seaward Cliffs, Dragonsong is the seat of the Royal house. Jutting up from the Islands northern shore the Grand Palace of Dragonspire dominates the western Island chain. From its towers one might see the bustling harbour of Turrounne. At about a four day voyage from the capital, Dragonsong has started brimming with action. The Isle was once sparsely populated by hearty fishermen who gathered in the southern village of Wentanook, the unofficial port of the Turrounnese fishing fleet during their summer voyages. With the rush of new growth the small Island has caught the eyes and the heart of the Utalian whalers who now make Wentanook their home.

Suramos
The first Isle touched by the Kylatti Imperium in -2650 BR Suramos stands as a testament to the wiles of nature. Even today with the living space in the Warder district of Ben Ahn Ushai down to 1,345 people per square mile the pristine natural beauty of the Island remains intact. The largest Island in the Utalian chain Suramos rises four miles from the sea floor to the summit of Mt. Baradan, a sleeping volcano that holds the ruins of an ancient culture. It is also the only Isle in the chain to hold a river starting at springs high upon the mountain, and winding down 650 miles to its mouth at the Old Capital of the Kylatti Colony. Travel from and to the Interior of the Island has always been hindered by the trackless jungles and the serpentine river, Turrbenanon

Harbor City of Ben 'Ahn Ushai (Large City, 20,000.): Founded in -2245 BR this city served as the first capital of the Kylatti Colonists, and later the Utalian Kingdom until the Royal seat was officially moved to Turrounne. In modern times the city has become a shadow of its former self. This city is not as grand or as large as that of Turrounne. With its large Black onyx curtain walls and its river Watchtower made from thick granite, the city has been able to hold off a siege that last thirty two and a half days. The most notable building here is the Vault of the First Kings; a large gilded temple with forty golden pillars topped by statue of Seragashakk, the great gold wyrm that once lived in peace with the cities inhabitance

Myrallyis: Another of the islands inhabited by the tribal elves. Myrallyis is oft referred to as the Crimson Isle because of the many battles that were fought here during the first war of -2240 BR and the much latter battle on the Isle of Dragonsong in the year -2178 BR. In -2175 Myrallyis became the seat of the house Finhallian following the succession of the Giggyagu tribe into the Kylatti Dominion.

The Islands of the Dragonsteeth: Standing like proud spears, the Dragons Teeth are pentacle like islands ranging from 110 ft. above sea level to the just above the surface, the widest being of a diameter of 1,100 ft; the slimmest being 5ft by 10ft. Despite the rugged natural inhospitality, The Dragonsteeth have sheltered the reclusive Ashani monks, devoutly dedicated to the Mistress of the Sea since -865 BR The Modern Dragonsteeth are a formidable mixture of natural, and artificial defenses. At the heart of the rock and ocean maze the Ashani, have built a cathedral city devoted to the Mistress, which spans by way of perilous rope pathways and magically forged chambers almost twenty of the precariously standing pentacles. because of the difficult navigation required to reach the dragons teeth another means of transportation had to be devised. By domesticating local docile creatures known as drakes. The Ashani are now able to fly to the other isles in short periods of time.

Boldwyrnn: Overlooked by the Kylatti Imperium, and thought to be uninhabited. Boldwyrnn Island is named for a sub species of the Dragonsteeth drake which for an unknown reason are more aggressive than their northern counterparts. The drakes nest in the north of the island, leaving much of the south to its own. When fleeing from the might of the Kylatti in -2247, a group of tribal elves made their way here to make their home. When war again tore at the lives of the Islanders they stayed and fought bravely, at the battle of forks bay pushing the Kylatti General Pilatus back into the sea. It is at this sight that the angry General later founded what has become the third greatest city of the Utali.

Gold Harbour (Medium-sized city, 12,000): Founded in -2243 BR by Pilatus “the Dragon” Gold harbour takes its name from the great golden seawall depicting the earlier battle of forks bay in a decidedly Kylatti favorable light. Notable buildings include the Museum of Ancient Sciences, and the Great court of Giladernon

Pentacles Castle: The minor house Flynnan retained their seat here in 2243, as a favor from Pilatus. The grand fortified lighthouse of Pentacles Is. precariously sits on the end of a sea pentacle reaching its giant finger 230 ft from the sea. The highly scientific lenses can be seen 75 Mi. north from the Isles of the Dragonsong on a clear night. It is one of the finest examples of the Kylatti architecture in existence. It has a garrison of 475 men at arms, and hidden in its lower caves two sleek War Galleys rest waiting to slip into the cold Utalian waters.

Weymanos: Know as the Burning Isle due to its arid climate. While the Utalian citizens live mostly on the coast and on the islands eastern jungle tract. A large group of nomadic elves have braved the interior Island wastes. These war misplaced elves came here adapting to the desert life as best they could. The only urban center on this island is the trade city of Kolombos held by the house of Ilpharazan.

Maidens Is: The only evidence of the missionaries that arrived from the Kessel in the year -287 BR is the isle of the maiden so-named for the well and shrine left here when the missionaries fled the islands native elves.

Hesanadros: The Isle of the mist as most call this isle of the South Sea, Hesanadros takes its name from the people that where found here when the Kylatti landed on the Isle in the year -2244 BR. These people were described as being two to two and a half feet in height calling themselves Hesanagayu Bowayaga (Meaning the Mist Guardians in Archaic elven) These humanoids are now classified as wildlings by most of the northern Islanders. ( In truth they are the descendants of a group of enslaved halfings whose religious belief has wrapped itself around their dead masters.)

The Ruins of Mar Ryuth Ammanor: This large earthen mound is all that remains of a fortress of the first ones. The Wildlings have set up temples near the site revering a being similar to the snake like calligryoglyphs found in the ruins of northern Turromos

Oslandyis Isle: Another of the Wildlings footholds, this Isle is the last of the Islands before the endless sea stretches out into the horizon. The Utali maintain a fort here on a bay known as lands end.

Folk of Importance


Castilian Aerymaenon Narygran The son of a long line of Royalty. Aerymaenon or Aenon as he likes to be called is young for his post, and ambitious. Angered at his father for swearing allegiance to Irrasibon, and the Commoner’s Mistress ( as he refers to the Mistress of the sea , whose family comes from Wentanook ) Aenon was almost disinherited for his loudly stated beliefs when the Mistress herself stepped in and gave him legitimacy to take the title of Castilian after his fathers death . Because of the mistresses act, he cooled himself and has become an able leader of his people in the name of the Holy city of Irrasibon.

The Counsel of the Librium The Counsel is made up of Representatives from all the Isles of the Utalian kingdom, and serves as advisors to the Castilian.

Uramauth Sung (pr. Soong) Son of the revered Shipiyano philosopher, Gilandelth Sung, Uramauth has proven to his father and his people his own brilliance. A practicing believer of the Ashani order. Uramauth represents both the holdings of the monks in the Dragonsteeth, and of the Aerie at Boldwyrnn. He is a light spoken man, whose words tend to have the affect of a fireball in the counsel. Unfortunately he has lost the ear of Aenon to his chief rival Thorridan Firadorn. He feels that this is because he preaches peace where the obviously Dwarve blooded Firadorn preaches heavy handed aggressive actions, mainly of late against the Dyer’s city.

Thorridan Firadorn Arguably the most outspoken of the Counsel, Thorridan has served regularly as a Commander of the Utalian Armies under the Lord of the Blades, and the Lord Protector along the Serewail. This and other incidents of Red Navy press gangs taking Utalian citizens, he says, have made it an unstoppable fact that the leaders of the Dyer’s city must be punished strongly for the deeds. It would seem that only Firadorn’s loyalty to the patron for which the Dyer’s city serves has kept him from doing more than talking in the Librium chambers. Like his father before him Thorridan has served as the representative for Suramos for nearly thirty odd years.


Andirion Atage Son of a well established Shipiyano merchant family Andirion, has grown powerful by being were he is needed with the advice that is needed. A friend of Aenon, Andy as the Castilian calls him in closed quarters is a rambunctious middle aged man with a knack as a Tactician. He serves as the Lord Commissioner of the Utalian Navy, and has held the position as the First Lord of the Admiralty for twelve years. He Captained the Pride of Irrasibon during the blockade of Red Harbour during the unofficial Trade Wars, and won honor against the Red Naval vessel Intrepid He currently flies his flag over the 100 gunned swept tailed Galleon Thunderer Atage sits in on Counsel meeting with the Librium as the representative of the Isle of Dragonsong And has been in action with the unknown “Ghost ships” off the coast of the Burning lands. He Respects Sung for his beliefs and restraint but sides most often with the outspoken Firadorn in his own opinions.



Ithkalash Siunhart The Son of the High Chieftain of the Hesanadros Wildlings, Ithkalash, or Celestial Deer as he calls himself while in the counsel halls serves as the Representative for the Island of Hesanadros, and Oslandyis. He like Sung stresses peace over war on a religious premises. For Celestial deer war might anger his primitive gods. He constantly threatens to leave the counsel forever to their own destruction if they do not listen to his words, and obey the Reu Ammanor. He is joined in the counsel by the Oslandyis Wildling female, Takafaelan Leijnaigt, or Listening tree.

Hawkins Brae one of the many nephews of the Ancient Methais Brae of Irrasibon, Hawkins serves as a representative from the City of Gold Harbour. Like Atage, and Firadorn the smallish Halfling Admiral believes that if Red harbour is allowed to press Utalian citizens they may become bolder and make for an invasion of the Island nation. While he feels that to do so would be suicide for the Red Navy to even begin to try, it could cost more life if the Utalian Navy were to stay indecisive. He currently is patrolling in convoy off of Red Harbour in the Galleon Iron Drake, with four of the Mistresses tall ships.

Ogion V'draen The High Inquisitor of Turrounne, V’draen is well connected through his merchant family to the nobility of the Utali. He is a tall, dark, and brooding man whose appearance startles many of the other representatives to silence. He is a cunning, and hateful man. Dangerously close to the edge of insanity. Ogion is remorseless in his search for the roots of the Ivrelum, and the Chauc Nadres on the Islands. It is through them that he lost his sister, and his sight. Through the Aerie of Trin Averak V’draen has captured the psychic ability to see without eyes, and surprisingly it has helped him in his search for the servants of the fiendish host . He is without question the most feared man in all of the Isles. He alone is responsible for the philosophy behind the Inquisitors, and serves as the leader from his chambers at Pentacle Castle

Overall I like the text. Its a average nation of the isles (with 150000 inhabitants, getting most of its wealth from trade)

Again no, I should probably clarify in the post. But because they are an Island nation by necessity they need a large naval force with intuitive inventions that give them an edge in Naval combat.
Like the British fleet during the Age of Nelson the Utalian Navy his perhaps the largest best quality Naval force in the Isles other than Irrasibon, and Lavernum. ( It is much more stressed in the Utalian Isles because they are all spread out, and The Navy is the only real way that Turrounne can show its power to its spread out Kingdoms Citizens, as well as being able to fend for themselves when another major power comes by) So probably they are a middle power with a major strengh. They are maybe the only power in the southern shattered Isles.

They see Irrasibon, and the Mistress as the Power in the world. They see themselves as her Subjects ruled from a distance by her Castilian of the Isles. ( The Castilian is a title that means care taker.) The Castilian is tradionally kept to the family that bowed to the Mistress as a King giving his kingdom to anothe greater power. So they see her as all of the above and more, really.

Enough so that other peoples have recognized their veneration of her as there being chosen by her. ( Also I have it in my head that the mistress was born on the Isle of Dragonsong, in the fishing village of Wentanook.) So these are the people from which she came.

Yep their is Nobility by blood though in more modern times the Council has gained enough power to make it by merit if they wished, and the Mistress of couse could come to Turrounne and point a finger at a worthy peasant and say You will lead your people and that would be that. It gives the Royalty of the Isles something to worry about. And by Aerymaenon's noble airs he almost did lose the Kingdom that his family held since the War of Independence for the 1600 years that the Mistress has been around the Utalian people have basically gone by her word over the King/ Castillian. It is only recently like in the last 100 years that they have actually completely given her control of the Kingdom through the station of the Castilian.

Nope not the same and yeah it does need a better line. What I meant was that the occasional officer that shows great talent or what have you is Sent to serve in the Navy of the Mistress for a time before returning to the Navy of the Castilian

No not in any metaphysical way.. they are in truth Yuan Ti who in pretimes Used the Wildling Halflings as servents, and slaves.

They are an Independent group of fanatical psionic adepts, and magicians who hunt down a slaughter any hint of fiendish blood on the Isles.

As to whether they are tied in with LoB or LP its up to the DM or if you want me to I will write them up that way in revision.

They are to harsh to be paladins though, I mean they have been known to slaughter inocents because they feared that the victim had some form of Fiendish blood which the call Tainted humanity
