The easiest way to have "runic" weapons and armor?

Fiddle with the Craft Armor/Weapons feat.

Give the feat a new prequestie "Dwarf 5th level" and let Dwarven characters only make enhancement bonuses to new armor and weapons they make.

I always wondered how some people thought Dwarves where magic proof, but they could use runes to enchant items.

It's a good idea.

Alternatively, create a Dwarven Armourer prestige class or normal class. (Seriously!)

Lots of ways you can do it... 3E gives you one way of doing it, nothing stopping you from making more up. And in fact, you're encouraged to!

Dwarves weren't magic proof, they were magic user proof lol! no seriously, in original d&D they had dwarven clerics just for npcs with the gazeteer Dwarves of Rockhome they had rules for them as well.
 

I think in BECM D&D they actually mention the dwarven forge...

The idea of racial forms of magic - and especially runic for dwarves - is a good one.

The main question lies in whether Runes are just a cosmetic feature, or a totally different form of magic. Warhammer Fantasy Roleplay and Battle is an interesting source of ideas for this, with regards to Runes being inscribed on gear. Used to run a world where formulaic magic was "Runic", while all other forms were driven by sheer force of will or divine power. Write Runes in a particular sequence for a particular set of effects, worked okay, i guess. Didn't go on long enough to test for balancing, item or spell-wise.
