Think regular fantasy world, being forced into progressing into the modern era, and how that would shake things up. People who used to be afraid and superstitious are not as much so anymore. Cities are starting to get bigger for the first time. There are still the old Majestic Cities like in Lord of the Rings, but they're probably mostly elves and becoming fewer and father between as mining towns grow into industrial cities. The balance of power is at a tipping point. Before, the Academy of Sorcery held much sway, and had much influence. Now, it's businessmen who are becoming more influential, building railroads and the like. And since the more advanced the tech, the more magic disrupts it, the two seem to be mutually exclusive. Like, you can't have a magic steam engine, because the magic can't mix well with something that complicated. Too many moving parts.

So I have narrowed it down if my barbarian gets approval ill roll with that if not it'll be a feybladelock. I'll leave races until I know what element is free. The barbarian is an escaped soldier who was part of a super soldier program using new found science. The lock is a nobody who felt the chaos around him so did all he could think of... sold his soul To the lady of the wood.

You'll have to define "Newfound Science", cause I'm not sure there would have been super soldier programs in the 1800s.
I was more thinking brutal attempts to add steam powered limbs and stuff maybe even seeing if they could use electricity. Not chemicaly stuff Ala wolverine. I can adjust details and stuff if tis no good.

Me and God have figured out a barbarian path so barb it is thinking balance will be best bet given the set of abilities.

I'm not entirely sure I want to go that far steampunk. I suppose mixing magic and steam power COULD work like that. It's the only way you could get a steam powered limbs. But if I go that direction, other things become possible, and then it starts getting complicated. That's why I had the "Magic and technology don't mix" rule. Keeps things simple.

However, if you can give me a really, really good explanation, using the terms I've explained earlier, as to why it works, then I might think about it.

Ill think about it I'm not that sure I'm all that bothered to think that hard about it.

There wouldn't be any magic involved. It would work on a similar principal to those metal horses. The theory behind it is he comes from a small nation that can only muster 1mage at the academy due its small size so other option are being explored. The experiments don't need to be successful either they could be a stark warning about keeping magic and machine separate.

EDIT: I'm struggling to think how a balance of elements would manifest itself or race it would be.

This class can qualify itself as an elemental class, like druid or sorcerer. No need to pick a special race. In fact, if you did, then you'd probably be limited to that race's element, cause reasons.

And in your case, it's less about balance and more about chaos. He's being pulled in every direction. He's the opposite of balance.

It wouldn't necessarily be that you're wanting imbalance, but that you are imbalance. That could be where your rage comes from. You could have been an attempt to create a soldier version of what the monks are: a warrior that could manipulate all the elements. Perhaps the experiments were with various elementals, trying to infuse them into you. And it worked. Sort of. But where the monks hone their Ki through years of discipline, and only reach out and touch a plane one at a time, learning how to control that one plane gently, you were overwhelmed by the connection to four different planes of existence at the same time.
