Using the (I think that's the name) Belt of battle from Magic item compendium you can get an extra full round action 1/day. That means that 1/day the gnome with all that stuff can move at the equivalent of 150 mph.

I'm actually looking at the SRD right now. The boots of S&S are most certainly an enhancement bonus. The barby class feature, on the other hand, I was indeed mistaken about. After looking it up, I realized that I was thinking about the scout bonus...

In either case, the boots of S&S not working isn't a big loss, since you can't stack em with the boots of speed anyways.

Fleet of Foot is one ... I think WotC made two different feats that do that ... Fleet of Foot may be the name of two different feats, though.

Complete Adventurer I think has such a feat.
 

Yes. Fleet of Foot is the one you mean, it just allows you to turn once while charging or whatnot. The psionic version, Psionic Charge, allows multiple turns IIRC as long as the total amount of turning is no more than 90%.

Re: the stacking: Barbarian fast movement is not an enhancement. Monk's, apparently, is in 3.5 but it was not in 3.0; in 3.0 it only counted as an enhancement bonus after it doubled the character's normal speed.

Kurashu: The OP mentioned a core, player's handbook gnome. So Whispergnome is a no-go.

Quick Edit: Er, and regarding Speed of Thought; in 3.0 it is an unnamed boost, but in 3.5 the feat is specifically an insight bonus for some reason. Just for reference.

There are at least two different feats named fleet of foot, and possibly a racial trait with that name as well. :p

It's the Horned Helm. It only doubles the wearer's base speed, however (of course, that should be entirely sufficient).
 

Trying to take multiple feats as Speed of Thought does not work. For 2 reasons: you can't take it more than once, because it doesn't say you can, like all the other feats that can be, and it gives an Insight Bonus, which won't stack with another Insight Bonus.
