IMC the gods are not omniscient and anyone and anything can be worshipped as a god. But then again divine spells IMC are not actually powered by the gods or limited by their knowledge. Every divine spell that says it contacts the gods are simply the churches explanation for how the spell works.
 


Not all divinations involve asking questions of the gods. Some of them peer into the future directly, or otherwise gather information from the world. That's especially true for wizardy spells like true strike or locate object, but I also apply it to any cleric spell where it makes sense.

The troll augury example is a good one. IMC, augury looks one hour ahead into a set of possible futures, and gives the caster a fleeting glimpse into the unconscious mind of his future selves. If the future versions are mostly happy, the answer is "weal." If they're mostly unhappy-- or dead-- the answer is "woe." No divine intervention is required, and it works regardless of whether anyone knows about the troll or its treasure.
 

Imc, no god is truly omniscient. They know virtually everything about their portfolio, though, and according to DDG they can generally sense anywhere their name or titles are spoken, anything involving their portfolio, etc.
