I've heard the line before.

Yup.

Before: Stated to be the intent (and stubbornly argued to death).
Now: A rule.

I love it. :)

By the way, I hear MEG is coming out with a book to cover item creation. From what I've seen, its a lot more tedious, but its rumored to be pretty nice.

Of course, that's what all the game designers said before.

I'll be interested to see if it actually is clarified in the final print copy of the 3.5 books.

I'll agree with Caliban that this has been said before, and they still need to change the DMG language, because it absolutely contradicts what's written there.

The problem has never been that they're prerequisites (a bit of a straw man argument). The problem is that, while not being prerequisites, they are "a minimum on the caster's level".

Furthermore, I'll note again the further problem wherein Andy's last statement (in the link) is "Of course, the DM might also adjust the creation costs accordingly.", with absolutely no rules to guide what kind of price adjustments are expected.

But yeah, if Andy's saying it then the rule may well be changed in the new version.

Should they give guidelines on how to do everything you could conceivably do in your game? I think it stands to reason that if you step outside of the rules provided, then you'll have to figure out what the ramifications are yourself.

Looking at the sample pages from here: Gamingreport.com

It seems that CL is now part of the prerequisites.

Here it states "If an item has both enhancement bonus and a special ability, the higher of the two caster levels must be met.

So Andy is most likely wrong. He stated some where in that thread that he did not work on the DMG so is far less familiar with the changes made to it. (He had already made a mistake on the Asssians Hide in Plain Site ability.

I've heard the line before. I don't think item creation will ever make sense. Makes me almost want the 2nd ed system back.
What system? The 2e rules for item creation were basically "Make something up".
