Does Andy's statement mean a 1st level caster can make any item he wants so long as he can pay the XP? Just get some one to cast the spell or get a scroll. I want to see a CL3 ring of wishes.

It'd be difficult given that Forge Ring has a 12th level caster prerequisite.

You'd probably run into the 'If it quacks like a duck...' argument there. If the comparable item is a ring, then the item should cost as much as the ring, and probably require Forge Ring.

Maybe. If it's a single use item that uses a different activation method, I'd allow it. That's different enough in my book.

Umm, unless the cost has been drastically revised downward, you need 7 scrolls of wish ormiracle to pull this off, not 1. And by that point, you'd be almost as well off just using the scrolls to raise your abilities.

No, I can create the item with just one spell, required feat, and the money/XP. No matter what level I am, at least according to Andy.
