Actually, this is one of those items where the difference between "base price" and "market price" becomes important. The market price of a Tome is largely due to the surcharge for the XP cost for the wishes.

A Tome +5 has a Cost to Create of 6,250 gp + 25,500 XP, which is reverse-engineered to a base price of 12,500 gp + 25,000 XP for the five Wishes. So, it takes 13 days to make, not 138.

Still, using the scrolls directly would be a better option.

Hey, I guess I'll revive this thread just long enough to point out Monte Cook's reading of the new 3.5E DMG (from here: http://www.montecook.com/review.html )

Caster level is still a prerequisite for magic item creation. This was an error in the 3.0 DMG and remains. You still have to be 17th level to make a 1st-level pearl of power.

It's interesting to see that here he admits that's the rule in the DMG, and not just a mis-reading of the definition of "Caster Level".
 

When someone is dying of thirst, but they refuse to drink the water you offer them because they once saw a picture of such a thing that was labeled "acid", even though the truly informed tell him otherwise, eventually you just throw your hands up and let the guy die.
 

Might I suggest that those of you who hate the DMG item creation rules (either because you don't understand then, or hate them), you should consider picking up Mystic Eye Games' Artificer's Handbook. It should be in stores shortly, and will be available at GenCon.

It fixes all these wacky problems, and at 118 pages, covers _everything_ you ever cared to cover with regard to magic item creation. It took over a year to write
