regarding your ruling on the half-celestial, since without the spell-like abilities, but with wings is +2ECL, does that mean that the spell-like abilities are only +1ECL? Including the likes of:

ressurect, summon monster 9, symbow, hallow, holy word, dispel evil, holy smite, remove disease, neutralize poison, cure serious wounds, aid, detect evil, bless- (1/day)

protection from evil, holy aura- (3/day)
 


About the Gnome prestige class; I'd allow it. It's pretty decent, getting some nice abilities and stuff. Gnomish reality is not that good, as it can only be used if the gnome is targeted by a spell, failing the first (usually), making the save harder (DC+5) and trying again. So I wouldn't have any problems with it, as it just gives the gnome a second chance. Maybe only let it work on illusions?

Venus, here's a formula for a sniper rifle.

automatic rifle of distance
far shot
hawkeye

that gives you a range increment of 1125ft.
